Statement of Policy
These Parking and Transportation Services (PTS) rules and regulations are published and enforced to facilitate the safe and orderly operation of motor vehicles, golf carts, and bicycles on campus & to provide a safe environment for pedestrians. In addition, these rules and regulations are intended to provide a policy on construction areas, reserving parking, and parking lots for LSU events.
The University, as a matter of policy, recognizes that the automobile is necessary for transportation to and from the campus by most employees and many students. Therefore, the University is committed to providing adequate on-campus parking for all students, employees, and visitors. The hours for Zone Parking times are published on the PTS Website.
The University, as a matter of policy, does not recognize the automobile as being necessary for intra-campus transportation during the hours of zone parking. Therefore, during these hours, most intra-campus movement should be accomplished by walking, biking, or intra-campus bus. During the hours of zone parking, automobiles must be driven on campus only to the extent necessary to reach an assigned lot or zone or to leave campus. Automobiles are not to be used as a means of intra-campus transportation, except in accordance with the specific provisions of these regulations.
Vehicles are to yield to pedestrians at all intersections and all other designated crosswalks. Additionally, some streets are closed to vehicles operated by students and employees during the published hours of Zone Parking.
The University is not responsible for theft or vandalism in University lots; parkers are urged to lock their vehicles at all times while parked on campus.
The University reserves the right to adjust zone parking times, parking fees, fines, and the withstanding regulations at any time. Updates would be included on www.lsu.edu/parking.
- These general regulations require the display of a valid LSU parking permit or a PTS-approved alternative permit year around. Zone parking regulations governing the operation of motor vehicles on campus are in effect between the hours of 7:00 a.m. and 4:30 p.m., Monday through Friday (“hours of zone parking”), except for University-wide holidays when most offices are closed. A parking permit is required at all hours on weekdays (day and night) and in areas where parking permits are required 24/7 and/or otherwise posted. PTS reserves the right to change, with or without notice, when permits are required on campus, including on weekends. The final decision for when permits are required on campus rests with the Chief Administrative Officer (CAO) or their designee.
- University parking and traffic restrictions are indicated by these regulations, signs, and street and curb markings. Parking or driving is prohibited on lawns, sidewalks, and grass areas; in construction areas; or where it will physically mar campus landscaping, create a safety hazard, interfere with the use of University facilities, or hinder the free movement of traffic. During days when there are no classes (excluding Intersession), summer session, no registration, and no examinations, student vehicles with valid permits may park in any student zone with the exception of Zone 4 parking areas.
- All students, employees, and non-affiliates operating motor vehicles on campus must register for a parking permit, register any vehicle they may operate on campus, and obey the Parking and Transportation Services (PTS) rules and regulations. Lack of knowledge or understanding of these regulations will not be accepted as a defense for violations. These regulations attempt to cover all instances of parking and traffic control in specific detail. However, interpretation of the intent of these regulations will be the responsibility of Parking & Transportation Services. The final interpretation of these regulations rests with the CAO or their designee.
- A vehicle parked on campus must comply with all city ordinances and state laws relating to motor vehicles in order for the permit to be valid.
- Vehicles are not allowed to be left overnight in any parking lot or parking area on the University’s campus without prior authorization from Parking & Transportation Services except for vehicles displaying a valid Residential or Greek zone permit parked in their respective parking zones. Students, Faculty, or Staff needing to leave their vehicles on campus overnight for university-related activities must contact Parking & Transportation Services’ Dispatch at 225-578-5002 during normal business hours (M-F, 8:00 am – 4:30 pm) or email Campus Parking at firstname.lastname@example.org. Vehicles left overnight may be subject to citing, booting, and/or towing at the expense of the owner.
- Vehicles are not allowed to be stored on campus in any parking lot or parking area
without prior authorization from Parking & Transportation Services. Vehicles should
only be parked on campus when the owner/operator is actively on campus or if off-campus,
performing university-related duties and activities during the normal operating hours
of the university. Vehicles stored on campus, regardless of permit type, may be subject
to citing, booting, and/or towing at the expense of the owner.
- This does not apply to Residential and Greek students leaving their vehicles on campus for fall and spring break, so long as the vehicle is displaying a valid permit in the proper zone and is properly parked.
- Vehicles are encouraged to park in a manner that allows the license plates to be visible from the drive lane at all times while parked on campus.
- The individual receiving a parking permit from Parking & Transportation Services (or the individual driving the vehicle if no permit is displayed) is held responsible for all violations by the specific vehicle. However, if the operator when a violation is committed, is not the registered owner, both individuals may be held responsible.
- The University reserves the right to remove, impound, or immobilize (boot) illegally parked or abandoned vehicles, non-motor vehicles, bicycles, any vehicle on campus without a permit, with an unauthorized, counterfeit, or altered parking permit, with no license plate, habitually violating the Parking Rules & Regulations or any vehicle, non-motor vehicle or bicycle parked so as to constitute a hazard to the smooth flow of either pedestrian or vehicular traffic. The owner/operator shall be responsible for all costs involved in removing, impounding, immobilizing, and storing of such vehicles, non-motor vehicles, or bicycles. Neither the University nor its representatives will be liable for any damage that occurs during removal, impoundment, or immobilization thereof.
- PTS and University Police personnel are authorized to remove a boot from a vehicle or non-motor vehicle; all other persons are unauthorized to do so. Only authorized personnel will remove the boot from a vehicle or non-motor vehicle. If the boot is damaged, destroyed, or stolen due to its unauthorized removal, the responsible party will be required to pay PTS the current replacement value of the boot and will be subject to criminal prosecution and/or judicial review.
- PTS hours of operations may vary during summer and intersession classes, campus closures, and holidays.
- Motor vehicles are defined as any self-propelled vehicle in, upon, or by which any person or property is or may be transported or drawn upon a public highway, except devices moved only by human power or used exclusively on stationary rails or tracks. Any individual (University student, University employee, employee of any federal or state agency, or other businesses or operations housed on campus by contract with LSU) or anyone who operates a vehicle – regularly, occasionally, or temporarily – for the benefit or convenience of any such person, as well as anyone who is a visitor to campus, must register with Parking & Transportation Services within 48 hours after the vehicle is brought on campus. Boats and trailers parked on campus must also have a properly displayed permit. Parking spaces on campus are designed to meet the needs of the majority of the vehicles parked. Specialty or oversize vehicles (those exceeding 20 feet in length and/or 7 feet in width) may only park in specially designated areas by special arrangement with Parking & Transportation Services, (225) 578-5000.
- To receive a permit, a registration fee must be paid. Prorated refunds, if any, may be provided to students, faculty, and staff for permits that are returned. Refund policy is listed on Parking and Transportation’s website, lsu.edu/parking
- Registration is done online for faculty, staff, and students. The primary method of permit distribution will be by U.S. mail. Faculty, staff, and students must maintain a current HOME mailing address with LSU and a valid phone number. Lost or misdirected mail is not the responsibility of Parking & Transportation Services. Non-affiliates with the exception of contractors/vendors may register in the Parking & Transportation Services Offices located in the LSU Student Union Room 109 between 8:00 a.m. and 4:30 p.m., Monday through Friday. Contractors/Vendors must complete an online contractor parking request form and allow up to 48 hours for approval by the Director of Parking & Transportation Services or their designee.
- For students, giving the University incorrect information is a violation of the Code of Student Conduct and may result in the individual being banned from parking on campus.
- The registration fee schedule for student parking permits is listed on Parking and Transportation’s website, lsu.edu/parking.
- There will be a $10 replacement cost for any permit that is exchanged, lost, or stolen.
- The registration fee schedule for payroll-deducted employee parking permits is listed on Parking and Transportation’s website, lsu.edu/parking.
- The charge for any lost or unreturned parking access device will be $30.
- Employees may opt to have their parking payroll deductions paid with post-tax dollars. Contact either Parking & Transportation Services or the Payroll Office to complete the necessary agreement.
- To stop payroll deductions or to obtain a refund for any prepaid fees, all permits and parking access devices must be returned to Parking & Transportation Services. Any employee who terminates his or her employment must return any permits and/or parking access devices. Failure to do so may result in any unpaid balances becoming due immediately.
- Parking permits and privileges may not be “subleased” to another University employee, student, affiliate, non-affiliate, or visitor with lease terms that provide for the lessee to gain parking privileges and/or a parking access device without the approval of CAO or their designee. Additionally, parking privileges may not be used by or transferred to another individual who would not normally be entitled to them.
- For an employee to retain parking privileges during the renewal period, all accounts, including parking fees and/or fines must be paid or cleared through an appeal. A permit will not be issued unless all parking fees, and/or fines have been paid/cleared. No exceptions.
- A student or employee will receive one transferable permit (hangtag) that must be placed on the rearview mirror of the vehicle(s) associated with the permit at the time of registration. Additionally, a bumper sticker with the registered plate information will be issued in conjunction with the permit. An employee with a B or C permit will also receive one parking access device. There will be a replacement charge for each lost parking access device or permit. If a lost parking access device or unexpired permit is later found and returned to Parking & Transportation Services, a prorated refund may be given. All lost or stolen permits must be reported immediately. For students, failure to report the loss will be considered a violation of the Code of Student Conduct.
- A permit conveys specific parking privileges to the individual to whom it is issued. These privileges are not in effect until the permit is properly displayed and can be clearly read from outside the vehicle. To be properly displayed, a permit must be hung from the rearview mirror with the front facing the windshield and unobstructed by any other object. It is also acceptable for the permit to be displayed on the windshield, on the passenger side of the vehicle in a plastic pouch issued by Parking & Transportation Services. Additionally, a parking permit can be displayed on the dashboard of a vehicle, so long as it is displayed in a manner that ensures the front of the permit is completely visible and can be seen by personnel without the need for additional equipment.
- Misuse of a permit, obtaining a permit by fraud, displaying a counterfeit permit, and use or possession of a lost or stolen permit are violations of these regulations. For students, this is also a violation of the Code of Student Conduct. Use or possession of a lost or stolen permit may result in fines, booting/towing, disciplinary action, and/or criminal prosecution.
- Individuals attending conferences, camps, seminars, workshops, case studies, leisure classes, continuing education courses, and those receiving or working to attain certification do not qualify as visitors. These groups will be charged at daily or annual student rates; Refer to Parking and Transportation’s website, lsu.edu/parking, for current rates. Hourly rates apply and parking will be restricted to outlying student lots on campus. - Members of law enforcement agencies who come to campus as students in their official vehicles must register and will be issued a permit from Parking & Transportation Services, valid only for parking in an assigned zone.
- Operating or parking a vehicle on campus without a properly displayed permit will result in the issuance of an unregistered ticket. Any vehicle receiving three (3) or more unregistered tickets may be booted and or towed and impounded by the University. An employee or student who receives three (3) or more unregistered tickets may also be banned from parking on campus. Such students or employees may not operate a vehicle on campus until all tow charges, storage fees, traffic/parking fines, and permit fees have been paid.
Zone Parking Regulations
Hours of Zone Parking
7:00 a.m. to 4:30 p.m., Monday through Friday • During the hours of zone parking, a vehicle with a properly displayed permit may be parked only in the zone (identified by zone number and color) to which the driver is assigned (registration permit zone number and color will be the same as the color of the zone on the parking map). During the hours of zone parking, a vehicle with a properly displayed permit may be driven only on streets within the individual’s assigned zone or on streets outside the assigned zone shown in white on the parking map. Individuals with Zone C permits will be allowed to drive through Zone B and other zones to reach Zone C lots. Except in a working capacity and in an official University vehicle, students are prohibited from operating vehicles with B or C permits in B and C-zoned areas. Students may not drive or ride in any vehicle in the official area during the hours of zone parking unless permission is obtained in advance from Parking & Transportation Services.
The hours between 4:30 p.m. and 7:00 a.m. each weekday, all day Saturday and Sunday, and holidays, when University offices are closed, are not hours of zone parking. However, a parking permit is required at all hours on weekdays (day and night). After the hours of zone parking, a parking permit must be properly displayed to avoid receiving an unregistered ticket. During these hours, zone parking requirements the special zone parking and driving regulations are not in effect on campus, except as provided elsewhere in these regulations (e.g., special regulations governing parking on days of football games, basketball games, and during other events at the Maravich Assembly Center and/or the Parker Coliseum) or if indicated by area signage.
Zone 1: Commuter and Employee Plan A
Blue on parking map • For commuting employees, students, students residing in Edward Gay Apartments, and non-affiliates. Vehicles may park only in lots designated as Zone 1 (Commuter) or X lots and may not be driven or parked in any restricted area during the hours of zone parking. During Summer and intersession classes, Employee Plan A permits may park in any Zone 3 or Zone 2 lot.
Zone 2: Greek
Magenta on parking map • Open only to active members of a fraternity or sorority who live in Greek housing. Greek housing assignments must be registered with LSU Greek Life.
Zone 3: Resident
Green on parking map • Open only to students who live in residence halls. Including East Campus Apartments, West Campus Apartments, and Nicholson Gateway.
Zone 4: Law
Purple on parking map • Open only to students enrolled in the LSU Law Center. Employees and non-affiliates are not allowed to park in Zone 4 without prior authorization from PTS.
Employee Zone C
Yellow on parking map • Primarily gated lots, but spaces in non-gated lots and on-street spaces designated by zone number may also be included. Open only to employees who choose Plan C and non-affiliates with approval from PTS. Each employee and non-affiliate will register and receive one permit and one parking access device that will open the gate of the assigned lot. A vehicle with a Zone C permit may only park in an assigned gated lot or reserved parking space by the employee or any other person, except a student, to whom the employee temporarily entrusts the vehicle and/or the parking access device. C Permits are not allowed to park in any other Zone C lot without authorization of PTS. Employees needing access to multiple Zone C Lots will be required to purchase an Official Business Permit. A vehicle bearing a Zone C permit may drive through and may park in any lot designated as Zone B, Zone 1 (Commuter), Zone 2 (Greek), Zone 3 (Residential), or X lots. Zone C permits are not allowed to park in Zone U or Zone 4 without authorization from PTS. See paragraph 28 concerning student use of a C permit.
Employee D Option
This is available to authorized employees. This will grant an individual reserved space for a premium rate.
Employee Zone B
Red on parking map • Employees choosing Plan B parking, non-affiliates with approval from PTS, and retirees with a Retiree Permit will receive a central Zone B permit and parking access device. A vehicle with a Zone B permit may park in any legitimate space or zone that is red on the parking map and may also park in lots designated as Zone 1 (Commuter), Zone 2 (Greek), Zone 3 (Residential), or X lots. Zone B permits are not allowed to park in Zone U or Zone 4 without authorization from PTS. See paragraph 28 concerning student use of a B permit.
These are “overflow” lots and vehicles displaying a valid permit may park in any X Lot on campus, except for Temporary Permits that restrict a vehicle to a particular lot/area.
Zone U: University High School
Tan on parking map • A student enrolled in University High School, who has a valid driver’s license, will be issued a permit that allows parking in the Zone U University High School lot. The overflow areas for University High School parking are the Isaac Cline Lot and the X Lot located on the east side of the International Cultural Center. Employees and non-affiliates are not allowed to park in Zone U without prior authorization from PTS.
Park & Geaux (P&G)
A remote lot with an express shuttle into the core of campus and available to any vehicle displaying a valid LSU Permit except for Temporary Permits that restrict a vehicle to a particular lot/area. Students, employees, and third-party vendors choosing the Park & Geaux plan may only park in the P&G lot during the hours of zone parking. P&G permit holders are not authorized to park in any other lot excluding Zone X Lots during the hours of zone parking.
Union Square Garage (USG)
Located at the corner of Veterans Drive and East Campus Drive. Students with a USG permit are allowed to park on the 5th & 6th floors. Employees with a USG C Permit are allowed on the 1st floor.
A visitor to campus is defined as an individual who is not associated with the University as an employee, student, or third-party employee providing services to the university. This definition excludes those individuals, including spouses and family members, who operate a vehicle on campus for the benefit or convenience of an employee, student, or third-party vendor. For a nominal fee, parking on campus is available to visitors. Most visitor spaces on campus are located in the Union Square Garage or near the Welcome Center, Thomas Boyd Hall, LSU Faculty Club, South Quad Drive, West Stadium Lot, and South Stadium Lot. A visitor who cannot find a parking space in a metered area may park in any other available non-reserved parking space in any student lot or X Lot, providing a day visitor permit has been purchased online or obtained from Parking & Transportation Services located in Room 109 in the LSU Student Union. Additionally, visitors can use the mobile TEXT2Park option to park in any non-reserved space in any student or X lot at the same hourly rate as the metered parking spaces. Anyone, including a spouse, parent, or visitor, who is driving a vehicle with a properly displayed permit must drive and park the vehicle in accordance with university regulations governing vehicles bearing that particular permit. A visitor who receives a citation should follow the instructions on the reverse side.
Individuals attending conferences, camps, seminars, workshops, case studies, leisure classes, continuing education courses, and those receiving or working to attain certification do not qualify as visitors. See paragraph 26.
Metered parking by license plate is provided at various locations around campus and payment should be made with exact cash, credit/debit card, or mobile pay excluding weekends. Customers should note their license plate number and make payment at any pay station around campus or through an approved mobile pay app. All patrons parking at metered spaces, including permit holders, are required to pay the meter.
ADA (Accessible Parking) Spaces
Any student, employee, third-party vendor or supplier, and individuals described in paragraph 26 with a valid ADA placard or mobility ID needing to park in non-metered accessible parking spaces shall be required to register their ADA placard, mobility ID card, and/or government approved documentation as indicated by the state the vehicle is registered in with Parking & Transportation Services and purchase a valid LSU parking permit. To include Affiliates and Non-Affiliates who may be parking in ADA spaces for the convenience of someone other than themselves with an ADA placard or mobility ID. Individuals can register and submit documentation online or in person at the PTS office located in room 109 of the LSU Student Union.
Temporary Medical Permits for Students/Employees
A student or employee may be eligible for special medical parking if a temporary medical problem affects walking. To be eligible, an online temporary medical request must be submitted to PTS. A temporary medical permit may be issued for a stated period of time not to exceed three months. Students and employees needing additional information about temporary medical permits contact Parking & Transportation Services, Room 109 Student Union, (225) 578-5000. Temporary Medical parking permits are not valid for ADA (Accessible Parking) spaces.
Motorcycles, mopeds, and motor scooters must be registered with Parking & Transportation Services and parked in a designated motorcycle area. Additional motorcycle parking information is available at www.lsu.edu/parking. A Motorcycle/Moped/Motor Scooter is defined as a self-propelled device with at least two wheels in contact with the ground during operation; a braking system capable of stopping the device under typical operating conditions; a gas or electric motor; and a deck designed to allow a person to stand or sit while operating the device.
Special Loading, Unloading, and Emergency Parking
Parking & Transportation Services will issue a special temporary permit to allow parking out of assigned zone, in a service drive, or in a loading zone for emergency purposes approved on a case-by-case basis. Normally, such permits are issued for a maximum of 30 minutes, and – in the event of emergency – may be requested by calling (225) 578-5002 before the vehicle is parked. A special loading/unloading permit should be requested only if the object to be delivered is too heavy or too large to be carried. This permit must be picked up from Parking & Transportation Services in advance of parking. Flashers must be on at all times when parked in a loading zone.
Service Drives and Loading Zones
Pink on parking map • Service drives and loading zones are designated by signs. These locations are closed to parking at all times except by authorized vehicles. Except for commercial vehicles making deliveries and authorized University vehicles, no one may legally operate or park a vehicle in a service drive or loading zone without special permission from Parking & Transportation Services. Flashers must be on at all times when parked in a loading zone.
Fire Lanes and Fire Hydrants
Parking at a fire hydrant or on a red curb is prohibited at all times. Any vehicle parked, stopped, or standing at any time by a red curb or fire hydrant will be ticketed, booted, and/or towed and impounded by the University.
Yellow and Blue Curbs
Parking at yellow curbs, on or over yellow lines, or at blue curbs, curb cuts, and ramps reserved for use by wheelchairs is prohibited at all times to ensure pedestrian and vehicular safety by providing better visibility. Any vehicle parked, stopped, or standing at a yellow or blue curb, curb cut, or ramp will be ticketed, booted, and/or towed and impounded by the University.
Reserved Parking Areas
These spaces, designated by signs or curb lettering, are open only to the individual for whom the space has been designated or to a specific vehicle owned by the University. Unauthorized vehicles parked in reserved spaces and/or areas will be ticketed, booted, and/or towed and impounded. Spaces designated by orange (numbering or lines) are for reserved football parking only. The orange markings do not necessarily designate a normal parking space and should not be used for daily parking.
Parking for the retail area located in the Nicholson Gateway (NGW) Community is located on the north and south sides of Riverbend Hall. Retail parking is timed parking and open to anyone wanting to visit one of the businesses in the Nicholson Gateway Community. LSU Permits are not required. Vehicles parked in these lots are expected to abide by the parking time limits indicated on signage in the area, and the driver or passenger(s) must be visiting one of the businesses.
Vehicles parked in retail lots more than the time limits notated on area signage will be subject to citing, booting, and/or towing.
Vehicles parked in the retail lots for any reason other than visiting one of the businesses located in the NGW Community will be subject to citing, booting, and/or towing.
Overnight parking is strictly prohibited in retail parking spaces. Vehicles parked overnight will be subject to citing, booting, and/or towing.
Special Event Parking – Reserving Spaces
Parking and Transportation Services understands the need to reserve a parking lot or space on campus for special events, athletic events, or visitors. All department-sponsored events requiring parking for their events must submit a formal request for reserved parking. The request must outline areas needed, dates, and times. The request must be submitted and approved by Parking and Transportation Services.
- Events requiring 1-49 spaces reserved, requests must be provided two weeks in advance of the event.
- Events requiring 50-300 spaces reserved, requests must be given four weeks in advance of the event.
- Event requiring 301 or spaces reserved, requests must be given two months in advance of the event.
Parking and Transportation do require payment for each parking space reserved. PTS’s event parking webpage has current pricing tiers, which are based on the number of spaces reserved for an event.
Construction Areas and Contractor Parking
Construction staging should be planned in the Design Development phase of the project and included in the Design Development submittal. LSU PDC shall provide approval after consultation with Parking and Transportation Services and LSU Landscape Services.
Measures should be incorporated to ensure the safe travel of pedestrians and vehicles during construction. If construction staging is located on an existing parking lot, the project shall be required to pay for the temporary use of these spaces and restoration after construction. Staging areas will not be allowed so as to create potential conflicts with fire lanes and ADA pathways.
Parking & Transportation employees shall be allowed access to all staging and laydown areas to ensure compliance with the Parking Rules & Regulations. Vehicles found in violation will be subject to citing, booting, and/or towing.
All non-affiliate contractors, laborers, or sub-contractors working on LSU property that plan on having a vehicle on campus, must register their vehicle with PTS. A display of an LSU PTS permit is required on campus at all times when parking.
Parking and Transportation violations on campus will result in the issuance of University parking citations; booting and or towing and impoundment of the vehicle; and/or banning the individual from operating a vehicle on campus. In certain cases, a towable offense ticket and or boot may be issued or used in lieu of towing if a tow truck is not available for impoundment when a violation occurs.
University Parking Citations
University Parking citations are written for violations of University Parking Rules & Regulations:
Failure to obtain a permit from Parking & Transportation Services and to properly display this permit on a vehicle parked on campus. Obtaining a permit within 48 hours after receipt of the first unregistered ticket will cancel the ticket if the vehicle is parked in the proper zone, the vehicle has no prior unregistered citations, and if the ticket is returned to Parking & Transportation Services. Receipt of three (3) or more unregistered tickets for failure to park with a properly displayed permit may result in that vehicle being booted/towed and impounded and the individual being banned from operating a vehicle on campus until all outstanding fines, other traffic-related charges, and the motor vehicle registration fee have been paid. If a student fails to obtain a parking permit for a vehicle operated on campus, this is also a violation of the Code of Student Conduct.
Failing to register a vehicle within 48 hours of being brought on campus. Registering the vehicle within 48 hours after receipt of the first unregistered ticket will cancel the ticket if the vehicle is parked in the proper zone, the vehicle has no prior unregistered citations, and if the ticket is returned to Parking & Transportation Services. Receipt of three (3) or more unregistered tickets for failure to register a vehicle may result in that vehicle being booted/towed and impounded and the individual being banned from operating a vehicle on campus until all outstanding fines, other traffic-related charges, and the motor vehicle registration fee have been paid. If a student fails to obtain a parking permit for a vehicle operated on campus, this is also a violation of the Code of Student Conduct.
Failing to register an ADA Placard within 48 hours of the vehicle being brought on campus. Registering the ADA Placard within 48 hours after receipt of the first failure to register citation will cancel the citation if the vehicle has no prior failure to register an ADA Placard citation and if the citation is returned to Parking & Transportation Services
Parking, stopping, or standing in a space reserved for ADA (Accessible) or at a curb cut or ramp marked in blue or signed for wheelchairs.
Parking out of an individual’s designated zone, as indicated on the permit, or driving or riding in an unauthorized vehicle on a street shown in red on the map during hours of zone parking. Only vehicles with B, C, and Motorcycle permits, displaying ADA/Handicap credentials or Temporary Medical Permits may drive on streets and in parking lots shown in red. See paragraph 28 of these regulations concerning student use of B and C permits. An open gate during the hours of zone parking is not an indication that an unauthorized vehicle is permitted to drive through or park in the gated lot. Unauthorized vehicles may be cited, booted, or towed/impounded at the owner’s expense. A student parking in a gated lot and in violation of the LSU Parking Rules & Regulations is subject to being charged with a violation of the Code of Student Conduct.
Obtaining a permit by fraud, using a counterfeit permit, or using a permit for other than its authorized purpose.
Parking, stopping, or standing:
- In a fire lane marked with a red curb, where signage indicates a fire lane, at a red curb designating a fire hydrant or FDC, or any use, parking, or storage of a motor vehicle that would cause the University to be in violation of Fire Marshal regulations.
- In such a way as to create a hazard or restrict normal vehicular traffic or parking: e.g., parking in the travel portion of a street or the travel lane of a parking lot or an entrance to a parking lot.
- In a service drive not marked for parking.
- On a designated crosswalk.
- On an accessibility ramp and curb cut.
- At a marked bus stop
- In a designated loading zone without proper authorization.
- At any place marked “Tow Away.”
- At a yellow curb or area marked with yellow hashing.
- In a reserved space without proper authorization.
- In a place marked “No Parking.”
Failure to produce identification or to obey instructions or hand signals of a parking employee.
Failure to obey traffic signage, traffic control devices, and roadway restrictions. Driving around or through access gates, barricades, and/or traffic control devices which will allow the vehicle access to an unauthorized area, street, or lot.
Moving, removing, or causing to be removed any barricades, signage, traffic control device, and/or any item intended to restrict or redirect vehicular and/or pedestrian flow.
Failure to yield to a pedestrian in a marked crosswalk.
Driving or parking on the lawn, sidewalk, grass areas, or any other area not marked or authorized for motor vehicle parking, usage, and travel.
Other violations, categorized as citations, include:
- Overtime parking at metered and timed lots.
- Failure to display a permit properly. See paragraph 24.
- Parking against the flow of traffic on streets or in parking lots.
- Parking against the indicated parking direction for diagonal spaces (backing into an angled space).
- Parking in a manner that obscures the vehicle’s license plate.
- Failure to park evenly between lines or parking more than one foot from the header or curb in diagonal parking.
- Failure to park evenly between lines or parking more than one foot from the header or curb in perpendicular parking.
- Parking more than one foot from the curb or failure to park evenly between the lines in parallel parking.
- Occupying more than one parking space.
- Careless driving at slow speed (e.g., backing into a fire hydrant, traffic sign, or light post).
- Any hazardous parking or operation of a vehicle not specifically listed as a university parking violation.
Payment of Disciplinary Fines
The fines for various offenses are listed on Parking and Transportation’s website, lsu.edu/parking. These fines are to be appealed or paid within fourteen (14) business days online through the parking portal. For students, faculty/staff, if no action is taken within fourteen (14) business days, fines must be paid directly to Bursar Operations, 125 Thomas Boyd Hall, or online by paying Billing Statement via myLSU or through faculty/staff payroll deduction. For non-affiliates, if payment is not received within sixty (60) business days, the account may be sent to collections.
Flagrant violations of the University’s Parking Rules & Regulations may result in banning. Banning is the loss of the privilege to operate a motor vehicle on campus, and may result from the following:
- Any combination of University parking citations totaling ten (10) or more, with the duration of the ban to be determined by the facts of each individual case. Once an individual is banned, the total of all unpaid fines must be paid to have the ban lifted.
- Receipt of three (3) or more unregistered tickets for being parked on campus without a properly displayed permit. When all fines, traffic-related charges, and the parking permit fee have been paid, the individual may have his or her parking privileges reinstated.
- Failure to give correct information to Parking & Transportation Services.
Immobilization and Impoundment
The University reserves the right to tow and impound, or immobilize any vehicle for the following violations:
- An abandoned motor vehicle, in accordance with state law.
- Any vehicle found on campus that has received three (3) or more unregistered tickets for failing to properly display a permit or failing to register the vehicle with Parking & Transportation Services.
- Parking, stopping, or standing at a red, yellow, blue, or purple curb or area.
- Use of an unauthorized, counterfeit, or altered permit.
- Parking out of zone during the hours of zone parking.
- No license plate.
- Parking in such a way as to constitute a serious hazard to vehicular or pedestrian traffic or to the movement and operation of emergency equipment.
- Parking in a reserved space, area, or handicapped/disabled space without authorization.
- Parking on a lawn or sidewalk area.
Vehicles may also be booted or impounded at the owner’s expense to otherwise enforce compliance with Traffic & Parking Regulations.
In certain cases, a towable offense ticket may be issued in lieu of towing if a tow truck is not available for impoundment when a violation occurs.
The owner and/or operator is responsible for the cost related to booting, towing, impounding, and storing vehicles.
A towing charge and storage fee will be assessed to any vehicle towed from campus. Storage fees are charged at a per-day rate, not including the day on which a vehicle is towed. Rates are established by the Louisiana Public Service Commission (LPSC) and are subject to change. Towing and storage fees are due upon release of a vehicle, without exception.
The University is not responsible for damage to vehicles, bicycles, or bicycle locks moved because of parking violations.
University citations, boot fees, and tows may be appealed through the University hearing process, provided that such appeals are filed online at LSU Parking & Transportation Services’ website within fourteen (14) business days of issuance of a citation. Appeals must be submitted online through the parking portal. All appeals are final.
Regulations have been established to provide for the orderly movement and parking of bicycles on campus. A bicycle means a human-powered vehicle with two or three tandem wheels designed to transport, by pedaling, one or more persons. In using bicycles on campus, the rights and safety of others should be considered at all times. Students may be charged with a violation of the Code of Student Conduct for riding a bicycle on a sidewalk or parking or storing a bicycle in a University building.
The Baton Rouge City Police encourages bicycle owners to register their bicycles through a free online service. For more information contact Baton Rouge City Police at (225) 389-3822.
Bicycle riders are subject to the same rules as motor vehicle operators and should ride approved bicycle lanes or on the right-hand side of the street, obey all traffic signals and signs, and give hand signals.
Bicycles will not be ridden on sidewalks, crosswalks, or lawns.
Bicycles will be secured only to bicycle racks or in other designated parking areas.
Bicycles may not be operated or parked inside buildings, on sidewalks, in passageways to the Quadrangle, in any location impeding pedestrian and vehicular movement, or in such a way as to create a hazard.
Persons violating bicycle regulations will be ticketed and fined. Severe violations will result in the bicycle being impounded, which carries an additional bicycle impoundment fee.
All bicycles found on campus between the end of the summer term and the beginning of the fall semester will be considered abandoned and will be impounded. A bicycle may be claimed, with proof of ownership, at Parking & Transportation Services. After 60 days unclaimed bicycles may be disposed of. The University is not responsible for damage to bicycles or bicycle locks incurred during the impoundment procedure.
University Transit System
The University Transit System is a student fee-supported system designed to provide community members with an alternative form of transportation for intra-campus movement and travel to and from campus at no extra charge. Additionally, the system is designed to increase the service the university provides to those members with mobility and accessibility challenges.
The University Transit System provides both a fixed route service (LSU Tiger Trails) and an On Demand transit service. The fixed route service operates on predetermined routes with fixed stops to provide a safe mode of transportation for densely populated student areas in and around campus and enhance the mobility, connectivity, and sustainability of our community. The On Demand Service provides a curb-to-curb service for students, faculty, and staff needing to move around campus between 5:00 p.m. – 12:00 a.m.
Transit Rider Expectations and Requirements
Anyone opting to ride both the LSU Tiger Trails fixed route system and the On Demand system is expected to act in a manner that is respectful to follow riders, the operator, transit equipment, signage, benches, and any other member of the community.
Riders are not to act in a manner that is considered disruptive, intrusive, or disrespectful to any rider, operator, or any other individual.
Riders are required to follow the directions of the operator at all times while boarding, riding, and exiting the bus.
Riders are prohibited from playing music in a manner that is audible to any other rider both at the stop and the bus, and to the operator.
Riders are prohibited from using electronic devices when those electronic devices (i.e.cellphones, tablets, etc.) create an audible sound (i.e. speaker phone, cellphone games, social media content, etc.) that can be heard by any other rider or the operator.
- Riders can talk on their cellphones so long as the phone is not on speakerphone and the conversation is not disruptive or disrespectful to any other rider or the operator.
Riders are prohibited from viewing and distributing images and videos in any format when such images or videos may be considered derogatory, offensive, demeaning, disruptive, or disrespectful.
Riders are prohibited from removing, causing to be removed, or tampering with any equipment, signage, bus stop facility, or any item deemed necessary for the safe operation of the bus.
Riders boarding a bus should allow passengers exiting the bus to exit before anyone boards the bus.
Riders a prohibited from pushing, shoving, or cutting in front of other passengers when boarding the bus. Riders should form a queue line and only one rider should enter at a time.
Accessibility seating and areas should remain available to only those riders needing such accommodations. Riders not needing accommodation are prohibited from using this type of seating unless permitted by the operator.
Riders are expected to keep their area clean and are prohibited from littering or disposing of trash, discarded items, food, and other items in any area of the bus. Such items should be disposed of in an appropriate receptacle and manner.
- If a rider spills a drink or other liquid, then the rider is required to notify the operator as soon as it is safe and practical.
Riders who are ill or may be ill should take appropriate precautions to protect other riders, including but not limited to:
- Avoiding riding the bus.
- Wearing an appropriate face covering.
- Avoid seating next to other riders if practical.
- Covering mouth when coughing and sneezing.
- Using hand sanitizer before touching any equipment or area of the bus.
Riders are prohibited from allowing their personal belongings to block walkways, aisles, and access to seating. The safety and security of personal belongings is the responsibility of the rider and should be kept in the rider’s possession at all times. LSU and its vendors are not responsible for any lost or damaged items.
Anyone in violation of the Transit Rider Expectation and Requirements may be banned from riding on LSU Tiger Trails and On Demand buses. For students, this is also a violation of the Code of Student Conduct.
Uniform Traffic Citations
LSU Police will write uniform traffic citations for violations of the Louisiana Revised Statutes (LRS) that relate to the operation of motor vehicles. Examples of these citations include speeding (LRS 32:64), driving while intoxicated (LRS 14:98), operating a motor vehicle without a valid driver’s license (LRS 32:52), operating a motor vehicle without a valid license plate (LRS 32:51) or without a valid inspection sticker (LRS 32:53), running a stop sign (LRS 32:123), or reckless operation (LRS 14:99).
These citations are referred to the District Attorney, East Baton Rouge Parish, for processing through the 19th Judicial District Court that determines the fines for these violations.
LSU/Southern/BRCC Parking Agreement
As a part of the close educational cooperation between LSU, Southern University, and the Baton Rouge Community College (BRCC), many students, faculty, and staff members commute from one campus to the other. Recognizing this, LSU, Southern University, and BRCC will honor each other’s parking permits, as follows:
- Student permits will be honored at any legal space within a designated Zone 1 (Commuter) lot. Student permits will not be valid in staff, faculty, or visitor areas.
- Employee permits will be honored in any legal space in any B Zone or Zone 1 (Commuter) area. Employee permits will not be honored in specifically reserved spaces.
Employees, contractors, and students are responsible for being familiar with the LSU Parking Rules & Regulations. Lack of knowledge of policies is not an excuse for a violation, and any appeals, payments, or settlement of tickets will be in accordance with the procedures of the school where the violation occurred.
