On June 18, 2022, Louisiana Governor John Bel Edwards signed the Higher Education Foreign Security Act of 2022 into law. The Act officially took effect July 1, 2023, and requires screening of each person seeking employment in a research or research-related support position, as a graduate student for such position, or as a visiting researcher. 

On April 6, 2023, a new research screening questionnaire was implemented in Workday to capture the required assessment of whether the applicant:

Is a citizen of a foreign country and not a permanent resident of the United States.
Is a citizen or a permanent resident of the United States who has any affiliation with an institution or program within countries of interest as defined by the Secretary of Commerce.
Has at least one year of employment or training within a country of interest, except for employment or training by an agency of the U.S. government.

The state law requires that we request additional materials from those who has any affiliation with an institution or program within countries of interest as defined by the Secretary of Commerce.

Research or research -related support positions include but are not limited to graduate students for research or research-related support positions, visiting researchers, and (some) assistant and associate professors. The positions are determined as “research related” if research is a primary responsibility listed in the position’s job description.

No. If a candidate is selected to fill a research position and did not complete the appropriate research questionnaires for a given position, they will be asked to manually submit their responses via an LSU Qualtrics password protected link.

The following materials are required for full consideration of a completed application:

  • A copy of the applicant's current passport and recent DS-160
  • A vs./resume that lists all former institutions attended
  • Previous employment since the applicant's eighteenth birthday
  • All published material affiliated with the applicant
    Educational history
  • A list of the applicant’s current and pending research funding, and its amount, from any source, including the applicant’s role on the project, and a brief description of the research; and a full disclosure of non-university professional activities, including any affiliation with an institution or program in a foreign country of interest

If the candidate is selected during the interview process, additional pre-employment screenings will be necessary as required by law prior to the offer. This includes but is not limited to a Visual Compliance screen and an education and employment verification screening via HireRight. These screening will be performed by Human Resources. Please note that this process will take up to two weeks to complete.
